Instead of discouraging car traffic with super high costs and smog causing traffic patterns how about encouraging the use of eco friendly cars. In Reykjavík there is a new initiative that allows free parking for vehicles that consume less than 5 liters of fuel per 100 km (47 mpg). It has already proved to be very popular. Of course there should be initiatives for the use of public transit but not by gouging the consumer at every turn. Make transit cheap and effective and it will get used. Imagine that.

If I wasn’t clear, I don’t like ideas that make money for cities when they claim it is to make you do the opposite. The city would have to scramble for new revenue if they actually achieved the goals that are claimed.
Imagine if for one day everyone obeyed every traffic law and no violation tickets were issued. The city would go broke and practically beg you to break the law so they could profit.
